Mission Center Conference is where worship and community meet discernment and decision-making. Guided by prayer and the Spirit, delegates gather during the Legislative Session to sustain leaders, approve budgets, consider resolutions, and make decisions that shape our shared life as a Mission Center. While this is a formal part of Conference, it is also a spiritual one, rooted in our belief that God speaks through the whole community. Robert’s Rules of Order help ensure that our process is fair, clear, and orderly as we listen to one another and discern together.

Delegates are encouraged to review the Legislative Agenda, proposed resolutions, and proposed 2027 Mission Center budget before Conference and come prepared with questions and ready to participate.

Carrie Welch serves as a member of the Council of Twelve Apostles, assigned to the USA Mission Field.

Carrie is a compassionate listener, organizer, and advocate. She believes in the value of community partnerships and is a peacemaker at heart.

She has previously served as a field support minister, USA bishop, Graceland University campus minister, and young-adult and youth minister. Between church assignments, Carrie gained management experience within the non-profit sector. These opportunities enriched her family life and expanded her advocacy for those who are often marginalized.


She began her theological education at Saint Paul School of Theology in Kansas City, Missouri, USA, and received her master’s degree in religion from Graceland University. She received her Bachelor of Arts degree in business administration from Graceland College.

Delegates play an essential role in guiding the direction of our mission center. During the Saturday Legislative session, elected delegates cast votes on foundational decisions, including annual budgets, staff appointments, and legislative policy.

  • Eligibility & Selection: Delegations are allocated by congregation size, and positions are open to confirmed members elected during local congregational business meetings.

  • New Hybrid Format: Recognizing the financial demands of travel, we are offering remote delegate options with digital voting this year to foster full, inclusive participation across our region.

We are thrilled to gather in Richland, WA, for the first time as a Mission Center. Hosted with warm hospitality by the Richland congregation, with support from the Walla Walla congregation.


Located in southeastern Washington and conveniently located near major routes in the Tri-Cities area, the venue provides ample parking and accessible spaces. Our host congregation offers a welcoming, comfortable space for worship, shared meals, and fellowship throughout the weekend.
